SummaryThe Chief Information Officer (CIO) will develop
enterprise information technologies, applications, and services
necessary to meet the highest level of user expectations through a
blend of technical expertise, administrative experience, and strong
communication and leadership skills. The associated job duties of
the CIO are performed independently and in collaboration with
others. The ideal candidate will demonstrate the ability and
willingness to promote, communicate, and embrace the District's
incorporation of equity, inclusion, and social justice in the
classroom and work environment. The ideal candidate will also
support the vision of providing innovative, seamlessly integrated,
secure, and reliable technology and data services.Position
Responsibilities
- Demonstrates a strong commitment to equity, social justice, and
inclusion in all practices and position responsibilities.
- Demonstrates the ability to examine how his/her/their position
(directly or indirectly) impacts educational inequities in student
achievement outcomes.
- Engages in reflection and ongoing learning and development on
critical concepts and terms identified in the Washtenaw ISD
Educational Equity Policy including concepts such as cultural
proficiency, racial equity, and systemic and structural
inequities.
- Leads/directs enterprise information technology and services
for the WISD (in alignment with the WISD's Mission statement).
- Advances the use of technology in instructional practice for
all students.
- Plans, develops, and implements a cohesive, collaborative,
secure, and cost-effective information technology strategic plan
and actionable roadmap.
- Ensures the work of the Technology and Data Services Department
is integrated with the enterprise's strategic planning process, and
the resulting business strategies and plans.
- Collaborates with the leadership team to ensure alignment with
the WISD's mission and vision.
- Collaborates with local district superintendents and IT
directors on the equitable distribution of services, resources, and
training offered through the Tech Consortium.
- Develops an understanding of local districts' infrastructure
and technology department services to foster collaboration and
coordination on Tech Consortium services, resources, and
training.
- Develops and fosters effective collaborations between
districts, counties, and statewide organizations.
- Provides effective communication with a clear articulation of
ideas/direction to staff and local districts via email, phone,
text, etc. depending on the circumstances.
- Establishes and maintains appropriate IT security and stability
for all technology and data systems, consistent with current and
emerging federal government and other applicable requirements (e.g.
HIPAA, FERPA etc.).
- Develops and manages the agency operating and capital funding
plans to ensure established goals are cost effective, compliant,
and implemented.
- Develops and implements appropriate refinements of these models
based on the benefits, risks, and requirements of
stakeholders.
- Serves on enterprise planning and policymaking committees;
drives the development of enterprise technology standards,
governance processes, and performance metrics to ensure IT delivers
value.
- Participates in statewide initiatives and represents the WISD
in IT-related initiatives and policy discussions.
- Manages crisis or stressful situations effectively, providing
clear thinking and a stable presence, and accessing and deploying
resources as needed.
- Directs the activities of REMC 16.
- Responsible for other related duties as assigned by the
Superintendent and/or designee.
- Evaluates and supervises personnel as it is related to
technology services and data management.
- Organizes and implements program objectives.
- Accepts and delegates responsibility while recognizing the need
for teamwork.
- Respects and listens to diverse opinions regarding the
successful accomplishment of tasks and execution of projects.
- Effectively manages multiple tasks and demonstrates effective
time management skills to meet deadlines.
- Adapts to changing priorities and assimilates new knowledge
quickly and effectively in order to incorporate the products and
outgrowths of evolving technologies.
- Practices restorative measures to heal and restore
relationships in cases of conflict among team members.Minimum
Requirements
- Minimum of a Master's Degree in public administration,
technology or related field required with a minimum of ten (10)
years of experience in the development and implementation of
diverse technology applications in a major public/private agency
required (or such combination of education and experience deemed
acceptable by the WISD Board of Education).
- Minimum of five (5) years of experience supervising a group of
diverse technology (or other) professionals.
- Experience within an educational setting (and understanding of
special education programs and services) is preferred.
- Experience with business/industry and interagency coordination
activities.Knowledge/Skills/Abilities Required
- Demonstrated understanding of the need to provide excellent
customer service and to build/manage relationships across various
levels of the organization.
- Demonstrated leadership in building a positive, creative
culture around IT services and support.
- Demonstrated ability to provide active leadership in the
development of innovative technology approaches to successfully
address programmatic needs of all students.
- Extensive financial skills and understanding.
- Extensive experience in data management and analysis.
- Strong teamwork, interpersonal communications, and creative
problem-solving skills are required.
- Ability to communicate effectively in writing and orally.
- Ability to actively listen to ensure people feel heard and to
build relationships.
- Ability to provide clear direction on projects and identifying
the big picture outlook for the team.
- Ability to read, analyze, and interpret periodicals and
professional journals.
- Ability to write reports, business correspondence, and
procedure manuals.
- Ability to effectively present information and respond to
questions from groups of educators, customers, and the general
public.
- Ability to understand and synthesize governmental guidelines
and regulations.
- Must have a strong background in technology skills with a
knowledge of networking being preferred.
- Possess a working knowledge of the evolving field of technology
and its uses for instructional practices and management, including
distance and virtual learning.
- Familiarity with current and emerging technology issues
impacting ISDs and local districts related to instruction and
related technological areas is highly preferred.
- Ability to solve practical problems and deal with a variety of
concrete variables in situations where only limited standardization
exists.
- Ability to interpret a variety of instructions furnished in
written, oral, diagram, or schedule form.
- Ability to exercise good judgment and make decisions in
accordance with board policies and established administrative
